JAN 2 6 1988 <br />BOO 70 f CE 9O <br />engineer's counts,the developer's consultant's reports, the DOT, <br />and the State Police. There is prospect of improvement of <br />U.S.#1 sometime in the future, but those improvements are <br />marginal as far as this property is concerned. He pointed out <br />that to go south on U.S. #1, you first have to go north and make <br />a quick change of 3 lanes before turning around and heading back <br />south. He stressed the difficulty and peril of trying to get out <br />on U.S. #1 at present. This will be impeded further by <br />construction traffic on U.S. #1 over the next couple of years <br />when the DOT does one side of the road at a time and there will <br />be detours and barricades all over the place. Mr. Curtain felt <br />the solution here would be to not only reduce this facility to <br />one half, but declare a moratorium on any construction of any <br />nature from 1st Street to 4th Street, at least until all of the <br />DOT work is completed. <br />Commissioner Bird stated that when he voted for the <br />commercial zoning in 1983, he felt that if the shopping center <br />was done in a low scale, tasteful, architecturally pleasing <br />manner, and if it preserved as much of the natural beauty of the <br />site as possible, it might be a benefit for the residents there. <br />However, the shopping center, as it is proposed, definitely does <br />exceed, in his mind, what he envisioned it to be back in 1983. <br />He emphasized that while he is very concerned about everyone in <br />Indian River County, he is especially concerned about those who <br />live within his district, and he is hearing loud and clear this <br />morning that they see this shopping center as a negative to their <br />life style. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Wheeler, that the Board accept the <br />recommendation of the Vista Gardens Association and <br />schedule a public hearing for the purpose of a County - <br />initiated land use change to the Comprehensive Land Use <br />32 <br />
