is not good to have it by the schools, and he would like to know <br />if it is possible for Director Davis to look at that site and see <br />what it would cost to address the traffic problem. <br />Commissioner Eggert advised that information will be <br />presented when she brings all the options back. <br />Chairman Scurlock felt the only answer that Commissioner <br />Eggert can get from the Commission is that Scenario Two is the <br />only option to stay within the budget, and that is assuming the <br />land can be acquired for $700,000 or Tess. <br />Commissioner Bird commented that he had not realized that a <br />figure for books was not being included in the overall budget, <br />and he would hate to see half empty shelves with a bunch of old <br />books transferred from the old library. <br />Commissioner Eggert pointed out that there will be <br />partially empty shelves in any event because there will be more <br />space and also we want to be able to expand. <br />Commissioner Bowman believed that the Friends of the Library <br />will be able to develop a lot more enthusiasm for a funding drive <br />when we have a new building. <br />Chairman Scurlock pointed out that another element that will <br />be changed in any of the scenarios is that the traffic impact <br />fees will be doubled. <br />Commissioner Bird inquired about utility fees, and Commis- <br />sioner Eggert advised that connection fees in the North County <br />are $5,000, and she has had trouble getting figures from the City <br />of Vero. Beach. <br />Chairman Scurlock made the further point that if the old <br />jail site were used, utilities are already available and the <br />$138,000 allowed for impact fees could be saved. <br />Commissioner Bird wished to know what it is that Commis- <br />sioner Eggert wants the Board to do at this time. <br />Commissioner Eggert noted that they need to approve a <br />library building plan and going out with a request for a proposal <br />for an architect.
