DESCRIPTION & CONDITIONS <br />The Windsor Polo and Beach Club, as represented by Mr. Robert <br />Swift of the firm Leonard Call and Taylor, has requested a <br />rezoning of 254+ acres from A-1, Agricultural District (up to 1 <br />unit/5 acres) to RS -3, Single -Family Residential District (up to <br />3 units/acre). The contiguous subject properties are under <br />several individual ownerships. All owners have consented to this <br />request. The subject properties are located on the west side of <br />A -1-A, north of the Town of Orchid, approximately 1* miles north <br />of the Intersection of Highway A -1-A and C.R. 510. <br />The applicant intends to develop the site as a polo club and <br />residential development. <br />On January 23, 1988, the Planning and Zoning Commission voted 5-2 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject properties are currently vacant and used for groves <br />and contain a mobile home, all zoned A-1, Agricultural District. <br />To the west is the Indian River, and the Pelican Island National <br />Wildlife preserve. The land east of the subject properties <br />across A -1-A is vacant and zoned RM -6, Multi -Family Residential <br />District (up to 6 units/acre). The land north is vacant and in <br />groves and zoned A-1. Also north and situated along A -1-A are <br />two single-family subdivisions zoned RS -3. The land southeast of <br />the subject property and west of A1A is zoned RS -3. The land <br />south is in the Town of Orchid and currently used for groves. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject properties, as well <br />as the land north, as LD -1, Low Density Residential 1 (allowing <br />up to 3 units/acre). The land east across A -1-A is designated as <br />LD -2, Low Density Residential 2 (allowing up to 6 units/acre). <br />The property southeast of the subject property and west of A -1-A <br />is designated as LD -1. The property south within the Town of <br />Orchid has been designated by the proposed Town of Orchid <br />Comprehensive Plan for residential use. <br />Also included within the subject properties are 16.6 acres of <br />land which have been verified as environmentally sensitive. Even <br />though notspecifically noted as such on the Future Land Use Map <br />of the Land Use Element of the comprehensive plan, the 16.6 acres <br />assumes a land use designation of Sensitive Environment and is <br />limited to development not to exceed one unit/acre. The majority <br />of the land determined to be environmentally sensitive lies west <br />of Jungle Trail.
