He <br />urged the Commission to opt for the lower end of the density <br />scale in order to have less activity near the Refuge. <br />There being no others who wished to be heard, Chairman <br />Scurlock declared the Public Meeting closed. <br />Chairman Scurlock asked if the developer's plan could <br />accommodate a tower density such as RS -2, and Mr. Swift explained <br />that each zoning category has certain restrictions on the types <br />of land use and types of facilities that can be put on that land. <br />County staff has advised that RS -3 is the most compatible zoning <br />for the various types of land use proposed for their development. <br />He understood that the ultimate protection would be through the <br />PRD, which would lock in the densities and could not be changed <br />without specific and formal action by the Board, and that once <br />the PRD is approved, it takes precedence over the underlying <br />zoning. <br />Director Keating concurred, and pointed out that under <br />certain circumstances, the PRD special exception allows attached <br />housing in the RS -3. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Ordinance 88-10, rezoning 254+ acres from A-1, <br />Agricultural District, to RS -3, Single -Family <br />Residential District as requested by the Windsor Polo <br />and Beach Club. <br />42 <br />,FEB 2 3 1988 <br />pro 71 pA.JE 42 <br />
