William Koolage, 815 26th Avenue, Vero Beach, was very <br />impressed by the developers who seem to be very earnest in their <br />cooperation with the County in preserving the integrity of the <br />Trail and with the concessions they have made here today. He <br />noted, however, that he has seen some very honorable people here <br />before, i.e. Bent Pines, Vista Royale, Village Green, etc., where <br />problems have occurred later on, and he felt the Board should <br />have a verbatim transcript of the comments made on both sides of <br />this issue today. He hoped the developer will stay east of <br />Jungle Trail with the proper setback. With respect to boat <br />docks, he believed there is land west of Jungle Trail that would <br />lend itself to boat docks, and if there is, he would like to <br />encourage the Board to investigate what the developers plan for <br />that land and have that laid out in the beginning. He also <br />believed that access from both sides of the Trail is very <br />valuable. Mr. Koolage realized that the penalty for destruction <br />of mangroves, seagrasses, etc., has been addressed here a number <br />of times, but he felt the penalties are minimal and wondered what <br />could be done to increase them. <br />Chairman Scurlock advised that he has talked with Attorney <br />Vitunac and one of the things that we can do is to require new <br />developments to post a performance bond, and if they degradate <br />the mangroves, then we would have money available for <br />restoration. <br />David Croom, 155 Sago Palm Road, believed there are a number <br />of young working people in attendance this morning who are here <br />because they are interested in seeing this project go forward. <br />He askedthose people to raise their hands, and approximately 20 <br />people responded. Mr. Croom advised that for several years he <br />was the chairman of the Vero Beach Planning & Zoning Board and <br />has watched numerous developments come and go. He believed these <br />particular developers want to do a quality job and want to work <br />with the Board and the County planning staff to preserve the <br />78 <br />FEB 2 3 1988 <br />BOOK 71 FA [ 78 <br />
