Mr. Wakefield believed <br />that it is very unfair for the Commission to come in with a <br />notion of what they are going to do before everybody is heard, <br />and he felt they are going against the public will. He urged the <br />Board to put this issue to a referendum on the March 8th ballot. <br />Commissioner advised that it is too late to get it on the <br />March 8th ballot. <br />Michelle Abaldo, 226 30th Avenue, wondered about the <br />validity of some of these signatures on the petitions that have <br />been presented here this morning. She advised that her <br />daughter's science teacher at Indian River Middle told her that <br />the Windsor Polo Club was going to throw horse manure into the <br />Indian River and kilt baby animals. <br />Pat Moore, a 20 -year resident of Indian River County, spoke <br />in favor of the proposed development as she believed the Windsor <br />Polo Club would be a benefit to this community. She especially <br />like the low densities of 200 units as opposed to the 900 units <br />that could be built there. <br />Joseph Guffanti, Holly Road, asked if any provision had been <br />made for the future demise of the Windsor Polo Club. In other <br />words, if they decide in five years or so that it is no longer <br />desirable, what are they going to do with the property? <br />Chairman Scurlock explained that there are provisions in the <br />conceptual site plan and the final site plan; in fact, if they <br />don't pursue that and activate that within a year, it goes by the <br />wayside and they have to go back to the beginning and start the <br />process all over again, unless the Board grants them an <br />extension. <br />Mr. Guffanti believed that restricting the road from <br />vehicular traffic would be taking a benefit from many people and <br />giving it to only a few people who consider themselves elite. He <br />urged the Board to allow vehicular traffic. <br />Allen McCarthy, county resident, believed the proposed Polo <br />Club is a well designed development.
