After 4 hours of debate, Chairman Scurlock decla-red the <br />Public Meeting closed. <br />Commissioner Wheeler wanted to preface his Motion with some <br />comments. He advised that he has driven along the road and <br />talked with dozens of people in the last few weeks. Although <br />there is great concern about either closing it or limiting it, he <br />has found that there are many people who don't really understand <br />the situation. He wondered when the last time was that many of <br />these people drove Jungle Trail, because he believed that many of <br />the people who signed the opposition petitions are not aware that <br />Jungle Trail extends north of CR -510. He pointed out that the <br />north part of Jungle Trail meanders through the groves and you <br />really cannot see the Refuge from a car, and having this as a <br />footpath would enable people to get up close and enjoy the <br />natural beauty. Further, he did not think there is enough <br />traffic up there to be of concern to the Polo Club, but he felt a <br />footpath would be better as far as protecting the Refuge and <br />protecting the character of the road. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED <br />by Commissioner Eggert, that the Board grant conceptual <br />plan approval to the PRD for the Windsor Polo Club as <br />set out in staff's recommendation with the change in <br />Condition #8 from a 30 -ft. buffer to a 50 -ft. buffer, <br />and extending the path along the river north to the <br />tight curve in the road, and authorize staff to work <br />with the developers and the appropriate groups and <br />interested citizens to come up with a management plan <br />for the road. <br />Under discussion, Commissioner Wheeler envisioned an <br />observation tower at each end of the path. <br />Commissioner Eggert reiterated that the State of Florida has <br />stated that the best way to protect this plan is through a <br />86 <br />L 23 1988 <br />B001( 71 PACE 86 <br />
