Commissioner Eggert pointed out that at budget hearings the <br />Board says to'various departments, yes, you can have a truck, but <br />let's delay it six months, etc., and she did not feel that lends <br />itself to combining many vehicles in one package. <br />Chairman Scurlock concurred that the process of putting all <br />these vehicles in one package doesn't make any sense. We <br />specifically budget these vehicles. We must take into considera- <br />tion that we have a cash flow problem the first few months <br />because the tax dollars haven't come in, but when we know we are <br />buying off the state contract, there is the 120 day delivery. <br />The Chairman stressed that it doesn't make any sense for us to <br />pass on a 20o tax increase to our constituents and stand the heat <br />of doing that and then not buy the vehicles or hire the employees <br />which you need to provide the increased level of service until <br />nine months into the budget year and then have this tremendous <br />surplus at the end of the year. And that is exactly what is <br />happening. We are going to have about $400,000 in the salary <br />account just in Road & Bridge alone at the rate it is going. <br />With the capital items, you have needs expressed at budget time, <br />and the purpose is to establish a budget for the next year - not <br />two years from now. <br />Commissioner Eggert commented that while she is a great <br />procedures person, she felt somehow we have missed the fact that <br />department heads have certain needs at different times. <br />Commissioner Bowman believed the point staff is trying to <br />make is that the local dealers may be able to better the state <br />price if you package these vehicles, and Asst. Administrator <br />Mattes agreed that is it exactly. He is not suggesting we bundle <br />the whole year's requirements, but that as the needs come up, we <br />put several together. <br />Chairman Scurlock again pointed out that all this is done at <br />budgettime, and if someone would pay attention to what is done at <br />budgettime, they would know what is going on.
