Alternative No. 1 <br />Approve Work Order No. 1 and the "Master Agreement" with <br />Carter and Associates for the survey of the Golf Course <br />Impoundment. Also authorize execution of the letter of <br />understanding with Boyle Engineering. <br />Alternative No. 2 <br />Deny approval of the Agreement, Work Order, and letter of <br />understanding. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that Alternative No. 1 be approved. Funding to <br />be from Fund 309, Indian River Boulevard North fund. Revenue is <br />from Gas Tax and District 5 Impact Fees. <br />Commissioner Eggert explained that she had this item removed <br />from the Consent Agenda because Director Davis said he wanted to <br />be sure we all understood the legal situation. <br />Director Davis informed the Board that they have submitted <br />for all the permits required for the project and the agencies <br />have reviewed them. The only missing link is a mitigation plan <br />for the filling of the road R/W. In order to do the mitigation <br />plan, we have to proceed with the survey and instruct the <br />engineers to do a plan for that particular site, and there is <br />some reservation in the eyes of the engineers as to whether we <br />can condemn this land for mitigation. In the event it turns out <br />that we cannot, then we are stuck paying the bill for the survey <br />work and plan, and we would have to go to another site for <br />mitigation.
