Scurlock, Jr., Chairman <br />Indian River County Board of Commissioners <br />1840 25th Street <br />Vero Beach, FL 32960 <br />Dear Doug: <br />Please consider this an official request for an additional $185,943 in order to staff an <br />additional thirteen (13) personnel for the Indian River County Sheriff's Department <br />Corrections Division. Attached is a staffing plan which will describe the necessary <br />increase, and supportive budget information. <br />Pursuant to a telephone conversation with Percy Folsom, Department of Corrections, on <br />Friday, February 26, 1988, during which he informed me we would not be able to open <br />Phase II with the current staff. The Department of Corrections Jail Committee has <br />reviewed our architectural plans and staffing and after conferring with me, came to the <br />decision that we need an additional thirteen (13) personnel before Phase II could be <br />operational. Upon hiring and training of these personnel they will issue the County <br />Certificate of Occupancy for Phase II. Increasing the custody classification of Phase II <br />from minimum to medium/minimum requires the additional personnel. The entire facility <br />will be operated as one unit instead of two (2) separate units, as initially planned. As <br />soon as I receive a written confirmation from the Department of Corrections, I will <br />forward same to you. <br />If you have any further questions or need additional information, please feel free to <br />contact me. <br />Sincerely, <br />R. "Bob" Reese, Captain <br />Corrections Division <br />Chairman Scurlock stated that as he understood it in talking <br />with the Sheriff, he could take personnel from the existing first <br />phase and open the new facility with them as long as we had a <br />commitment to budgeting for and pursuing the hiring of the <br />additional 13 people. <br />Captain Reese clarified that he can take other people from <br />Phase I and integrate them with the 13 additional to get the <br />facility open, but the D.O.C. says they must have the 13 people <br />on staff. <br />LIAR 11999 <br />48 <br />BOOK 71 FA E146 <br />
