<br />BACKGROUND
<br />The Board of County Commissioners in their meeting of September 15,
<br />1987 approved the preparation of detailed cost estimates for
<br />engineering and construction, the work authorization for engineering,
<br />and a preliminary assessment roll. The Department of Utility Services
<br />has had engineering plans drawn up by the firm of Masteller & Moler
<br />Associates, Inc.
