Nearing REFERENCES: <br />Staff Planner, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 22, 1988 <br />DESCRIPTION & CONDITIONS <br />The Florida Department of State is again soliciting applications <br />for state grants-in-aid for historic preservation projects. This <br />is the same type of program for which the County has previously <br />submitted on two different occasions. The first time was in <br />October 1987, for state funds, the second occurred in December <br />1987, for federal funds. The Bureau of Historic Preservation is <br />encouraging applications which propose to develop preservation <br />elements (or preservation components of coastal management, <br />future land use, and housing elements) of Local Government <br />Comprehensive Plans. The Bureau is also giving priority to <br />projects which cover relatively large, poorly surveyed <br />geographic areas, such as Indian River County. <br />The October submittal was ranked number 23 by the selection <br />committee; however, only the first 21 were funded. The State <br />Bureau staff had encouraged the County to resubmit for the <br />Federal program. <br />On March 8, 1988, the staff was informed by the Bureau staff that <br />Indian River County had been awarded $12,500 as a result of the <br />December submittal for federal funds. Though the federal money <br />will permit a survey to be conducted, the staff has found through <br />contact with historic survey consultants, that it generally <br />requires at least $15,000 in funds, with approximately that <br />amount in matching funds or in -kind -services to perform a <br />complete and proper survey. As a result, the staff feels that <br />the County should apply for an additional $2,500 from the state <br />program to complete the funding determined to be necessary. <br />As a result of the recent planning legislation enacted by the <br />State, Indian River County must incorporate historic and <br />archaeological concerns in its required comprehensive plan. <br />Chapter 9J-5 of the Florida Administrative Code, entitled <br />"Minimum Criteria for Review of Local Government Comprehensive <br />Plans and Determination of Compliance," requires that the <br />County address identification, designation, and protection of <br />historically significant properties in various elements of the <br />Comprehensive Plan. <br />The funds available from the subject grant program would enable <br />the County to undertake required historic preservation <br />18 <br />YAR 22 1988 <br />BOOK 71 FADE 317 <br />
