RECOMMENDATION <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners authorize the submission of the appli= <br />cation for a $5,000 state grant-in-aid for the proposed historic <br />preservation project. Staff also recommends that the 50% match <br />($2,500) be in the form of in-kind services of the Planning and <br />Development Division and the Indian River County Historical <br />Society, and that the designated project supervisor be the <br />Director of the Community Development Department. <br />Commissioner Eggert assumed that the $12,500 in matching <br />funds were in this year's budget, and Robert Keating, Director of <br />Planning & Development, explainedthat the matching funds would <br />be in the form of in-kind services. We originally requested a <br />grant for $15,000 and $15,000 for in-kind services, but last week <br />we were informed that they gave us a grant for $12,500 and this <br />is a request to apply for another $2,500 to bring it up to <br />$15,000. Both historical societies have agreed to work with us <br />and donate their time, and that can be used as part of the <br />in-kind services. <br />Commissioner Eggert was concerned about having some strings <br />attached if we want something on the National Register, but <br />Director Keating did not anticipate any historical registered <br />designations. He explained that this money was going to be used <br />primarily for a consultant to do an historic and archaeological <br />survey, which is something that is really necessary in order for <br />the County to do the Comp Plan work. <br />Commissioner Bowman stated she would like to work on the <br />project. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Resolution 88-20, authorizing the submittal of an <br />application for State grant-in-aid for an historic <br />preservation planning project; designating the Director <br />of the Community Development Department as the Project <br />Supervisor; and confirming that the required rriatching <br />funds shall be in the form of in-kind services. <br />20 <br />MAR 2 21.988 <br />BOOK .71 FAH 319 <br />
