underway, the problem of effluent disposal and or storage arises. <br />An effluent transmission system is currently being constructed to <br />serve Grand Harbor golf course and green belt areas. A similar <br />transmission system is proposed to service both Hawks Nest and Bent <br />Pine golf courses in the near future. <br />When irrigation is used for effluent disposal the Department of <br />Environmental Regulations requires that an alternative disposal site <br />be available and or three (3) days of storage for the treatment <br />plants maximum daily flow. <br />ANALYSIS <br />The 13.47 + Acre parcel adjoining the Bent Pine Utility site <br />appears to be well suited for either of the aforementioned purposes. <br />The site is large enough (allowing for D.E.R. required set back) to <br />be used as a three (3) day plus storage facility for the entire <br />1 (M.G.D.) per day plant flow. Also, based on preliminary <br />investigation and computer analysis is appears that the site is more' <br />than adequate as an alternative percolation pond disposal site. A <br />percolation pond system at this site should be able to accept the <br />golf course flows in the event that conditions prevented effluent <br />application on the golf courses. <br />The property was appraised by Armfield-Wagner Appraisal and <br />Research, Inc. of Vero Beach. The appraisal company (using a market <br />approach) stated the Market Value of the fee simple interest to the <br />property on October 13, 1987 was $150,000.00. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize the purchase of the 13.47 Acre <br />parcel of land adjoining- the Bent Pine utility site for the <br />afformentioned reasons. <br />Utilities Director Terry Pinto advised that he brought this <br />matter to the Commission some 30 days ago for approval of the <br />purchase, and the seller has agreed to sell the property at the <br />appraised. value of $150,000. However, recent legislation <br />requires that it be advertised and go through the public hearing <br />process. Based on the results of this public hearing, staff <br />recommends that we purchase the property at the appraised value <br />of $150,000. <br />Commissioner Eggert asked if the stump dump will have any <br />adverse effect, and Director Pinto advised that it will not. He <br />added that funds will be coming from wastewater impact fees. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter.
