amount of space for a: main referencetype library with the needs <br />of the particular areas being met through the branch system. <br />Commissioner Bowman noted that it is being said the people. <br />who use the library now are opposed to any other site and that <br />their choice is the Grace Lutheran site, but she believed only a <br />very small segment of the county population is using the library <br />now because it is totally inadequate. <br />Commissioner Wheeler commented that the only concern in his <br />mind is the problem with the leases and the site plan, but he <br />will support the Grace Lutheran site as he supported it the first <br />time around. He also would like to commend the City of Vero <br />Beach for showing their interest in promoting this and hopefully <br />they will contribute the old library to defray part of the cost. <br />Vero Beach Mayor Ken Macht came before the Board and stated <br />that while he is speaking for himself only, and he will have to <br />put this before the City Council, he felt fairly confident they <br />will make the offer. Mayor Macht did hope that this signals a <br />real positive consensus and that it is the beginning of the <br />strengthening of future cooperation between city and county. He <br />commended Commissioner Eggert for all her efforts and hard work <br />for the library system. <br />William Koolage, 815 26th Avenue, was not happy with the <br />decision the Board apparently is about to make. He noted that <br />he found fault with library consultant's report when it was made, <br />and remembered when former Commissioner Pat Lyons was Chairman, <br />it was intended that we were going to replace the Beach Bonds <br />with the Library Bonds. He was disturbed by theidea of the <br />off-site parking and felt to lease parking is an 'lliffy" <br />situation. Mr. Koolage believed the only solution for downtown <br />parking is a 3 -story garage and was not sure the City will want <br />that.
