development, and Mr. Bird stated that it is in excess of 900 <br />feet, probably 1000 feet. <br />Chairman Scurlock felt the Board has a right to tell the <br />applicant how to use the stub road, which, in his opinion, would <br />be to tell them that they won't be allowed to mix the traftic. <br />He pointed out that when he looks at Miracle Mile and other <br />places where traffic is co -mingled, it is a very dangerous <br />situation, and it does not equate to average trips per day and <br />all this other nonsense. It equates to people who make mistakes <br />and who get older and who have problems. In his opinion, it is <br />going to be a big safety problem. Therefore, he would say that <br />they could do the shopping center, but do it without that access <br />road. <br />Mr. Bird next addressed the U.S. #1 and 1st Street inter- <br />section, and explained that at this point the unsignalized <br />intersection analysis is not accepted in current practice except <br />as a measure of L.O.S. standards. The Regional Planning Council <br />does not accept it, nor does Palm Beach or St. Lucie Counties. <br />Chairman Scurlock interjected that he understood that there <br />is no way the consultants can demonstrate to the Commission that <br />the intersection at U.S. #1 and 1st Street will not exceed L.O.S. <br />"En. <br />Mr. Bird explained that he is saying that the unsignalized <br />level of service analysis is not applicable to the L.O.S. <br />standards. He emphasized that they are doing some improvements <br />to Indian River Boulevard and 4th Street to raise the level of <br />service from "E" to "D".
