Attorney O'Haire "Did you analyze the impact of this site <br />and this project and this site plan in terms of the requirements <br />of that ordinance?" <br />Mr. Bird: "Yes sir." <br />Attorney O'Haire: "With respect to Section 23.3 (d)(2)d. of <br />the ordinance, did you analyze it in terms of impact relative to <br />L.O.S. "C" on an average annual basis and a L.O.S. "D" peak hour, <br />peak season, as defined in the highway capacity manual current <br />edition of the Highway Research Board." <br />Mr. Bird: "I utilized the Circular 212 Manual, which is a <br />spin-off of that, just in technical terms. <br />Attorney O'Haire "Is that what the County uses for site <br />plan traffic analysis?" <br />Mr. Bird: "Yes." <br />Attorney O'Haire: "Did you determine what intersection <br />improvements were necessary to meet the requirements of the <br />ordinance?" <br />Mr. Bird: "Yes sir." <br />Attorney O'Haire: "Did the applicant agree to make those <br />intersection improvements?" <br />Mr. Bird: "Yes sir." <br />Attorney O'Ha►re: "With the intersection improvements that <br />you determined to be necessary and designed, and the applicant <br />agreed to make, are you able to maintain the requirement of the <br />ordinance that L.O.S. "C" be maintained off season and a L.O.S. <br />"D" bemaintained during peak season, peak hour?" <br />Mr. Bird: "I feel that we met the L.O.S. standards." <br />Chairman. Scurlock asked if that is contingent upon the <br />signal that the DOT won't allow, and Mr. Bird answered that he <br />did not feel that U.S. #1 and 1st Street is at L.O.S. "E", <br />because there is not enough traffic there to warrant <br />signalization.
