Cox C. <br />Drainage Engineer <br />SUBJECT: Request for Waiver Flood Plain Displacement <br />Requirement Ordinance 87-12 <br />Oyster Bay Subdivision <br />REF LETTER: Letter from Lloyd & Assoc. to <br />Indian River County dated March 29, 1988 <br />DATE: March 30, 1988 <br />DESCRIPTION AND CONDITIONS <br />Lloyd & Associates on behalf of the developer of Oyster Bay <br />Subdivision is requesting a waiver of the "Cut and Fill" balance <br />requirement of the Stormwater Management and Flood Protection <br />Ordinance. Oyster Bay Subdivision received preliminary plat <br />approval October 8, 1987 and is located between SR A1A and the <br />Indian River 0.1 mile south of Seminole Shores Subdivision. <br />The Engineer for the project states 15,000 cubic yards of fill <br />would be placed below elevation 4.0 ft. within the 100 year flood <br />plain of the Indian River. <br />ALTERNATIVES AND ANALYSIS <br />Since the Indian River in this location is an estuarine environ- <br />ment, and the project engineer has stated that all other design <br />requirements of Ordinance 87-12 will be met and that the result- <br />ing rise of the water level in the river will be minor, staff has <br />no objection. <br />RECOMMENDATION <br />Staff recommends that a waiver to the flood displacement require- <br />ment be granted to Oyster Bay Subdivision. <br />ON MOTION by Commissioner Bowman, SECONDED by Com- <br />missioner Eggert, Commissioner Bird having left the <br />meeting, the Board unanimously (4-0) granted a <br />waiver of the flood displacement requirement to <br />Oyster Bay Subdivision. <br />54 <br />APS 12 1988 <br />ih._ <br />OF 72 PACE 70 <br />
