He found <br />that frustrating because he has great confidence in those <br />individuals and would like to see us either have a firm or an <br />individual to oversee this project. <br />Chairman Scurlock understood that Administrator Balczun has <br />said that he is going to take on that specific assignment <br />himself, and Administrator Balczun confirmed that he will be the <br />lead person. <br />Commissioner Bowman asked if the Bufford Goff contract was <br />just for the design, and Commissioner Wheeler explained that it <br />is just for the design of Phase 111, but does include the inter- <br />connecting and inter -facing of Phase 1 and 11 to make one system. <br />Commissioner Bowman felt very strongly that we should take <br />some sort of steps in this phase to see that we don't have any <br />sub -subcontractor holding our necks under a guillotine. <br />Chairman Scurlock advised that the County Attorney's Office <br />is working on an ordinance that will establish a little different <br />procedure in terms of bidding in that the County will pre -qualify <br />the subcontractors, as welt as the contractor.
