EARMAN PARK - RESTROOM FACILITY <br />The Board reviewed the following memo dated 4/12/88: <br />TO: Charles P. Balczun <br />County Administrator <br />THROUGH: James W. Brescia, P.E. <br />County Engineer <br />SUBJECT: Earman Park Restroom Facility <br />DATE: April 12, 1988 <br />BACKGROUND AND DESCRIPTION <br />Joe S. Earman Park was completed and ready for use as of <br />September of 1987. Since that time it has been moderately used <br />by boaters without the benefit of a restroom facility. <br />ALTERNATIVES AND ANALYSIS <br />After an investigation by the Engineering Division it was <br />determined that a clivis multrum single unit facility would serve <br />as an appropriate restroom facility. <br />This is a self contained waterless compositing toilet system <br />with a fiberglass tank capable of handling 36,000 uses per year. <br />Wind turbine ventilators and properly placed vents should provide <br />proper air flow patterns for odor dissipation. <br />The estimated cost to construct this facility in Earman Park <br />including transportation is $22,000. This is 100% reimbursable <br />through the Florida Boating Improvement Program. <br />The cost breakdown is as follows: <br />1.) Purchase of Clivis Multrum Tank $5,500:00 <br />2.) Handicapped ramps and walkway decking 4,800.00 <br />3.) Restroom shelter & construction 6,500.00 <br />4.) Mobilization and site work 3,200.00 <br />5.) Contingency (10%.) 2,000.00 <br />Total 22,000.00 <br />The alternatives are as follows: <br />Alternative No. 1 - Construct a Clivis Multrum facility at a cost <br />of $22,000. Funding to be from the Florida Boating Improvement <br />Fund. <br />Alternative No. 2 - Delay this project until demand increases. <br />Recent discussions with, the Florida Inland Navigation District <br />have indicated that F.I.N.D. does not consider this project as a' <br />high priority at this time. In the future when sewer service is <br />constructed in the North County, the Clivus Multrum in Sebastian <br />may be obtainable for use in this area. <br />RECOMMENDATION <br />It is recommended that staff not pursue this project at this <br />time.
