PROPOSED GRAND HARBOR MONUMENT <br />Administrator Balczun reviewed the following, noting that <br />there is no definition written into the law by which staff could <br />effectively analyze what constitutes a monument: <br />TO:Board of Co. Comm. <br />DATE: May 5, 1988 FILE: <br />SUBJECT: GRAND HARBOR MONUMENT <br />FROM:countySAdministrator REFERENCES: <br />The Office of the County Attorney as well as the Department of <br />Community Development have been reviewing the proposal for a <br />monument to be erected at Grand Harbor. However, no criteria <br />exists by which the staff may effectively undertake such a review. <br />Assistant County Attorney William G. Collins proposes that the <br />Board of County Commissioners review the monument proposal and <br />refer the matter to the Planning and Zoning Commission with a <br />request to that body to develop definitions and guidelines for <br />ultimate consideration by the Board of County Commissioners. <br />TO: Charle Balczun - County Administrator <br />THROUGH: Charles Vitunac - County Attorney <br />1 <br />FROM :William G. Collins — Assistant County Attorney <br />DATE: May 2, 1988 <br />SUBJECT: Grand Harbor Monument <br />Our office has been requested to determine if any <br />special action or procedure is necessary to designate a <br />monument. It is my opinion that monuments are a permissible <br />use except where they interfere with airport approach areas. <br />(See Section 25(a)). The larger question is what <br />constitutes a monument. Monuments are not defined in the <br />definition section of the zoning ordinance. Blacks Law <br />Dictionary defines monument as "anything by which the memory <br />of a person, thing, idea, art, science or event is preserved <br />or perpetuated." Black further defines memory as <br />"recollection of past events." <br />Section 3(A).1(b)(2) gives the Planning and Development <br />Director the authority to determine how unlisted uses should <br />be considered.
