ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously authorized <br />the closing of Indian River Drive between Harrison <br />Street and Jackson Street between 8:30 A.M. and 10:30 <br />A.M. for a "Just Say No To Drugs" parade contingent <br />upon the conditions listed by staff being complied with. <br />PARKS AND RECREATION USER FEE AND REVENUE STUDY <br />Administrator Balczun reviewed the following, emphasizing <br />that this represents a colossal effort by Director Davis. <br />TO: Charles P. Davis, P.E. <br />Public Works Directof <br />SUBJECT: Indian River County Parks & <br />Recreation User Fee and <br />Revenue Study - May 1988 <br />DATE: May 2, 1988 <br />DESCRIPTION AND CONDITIONS <br />The County Public Works Department staff and Recreation Director, <br />with support from Mayes, Sudderth, and Etheredge, Inc., Parks <br />Consultants, have completed the Parks and Recreation User Fee and <br />Revenue Study. On April 14, 1988, the Parks and Recreation <br />Committee recommended approval of the Study subject to the <br />following: <br />1) The parcel of oceanfront property referred to as the "No. 11 <br />Corporation Property" should be included in the Capital <br />Improvement Program for Oceanfront Parks (page 47). This <br />parcel must be opened to the public by 1993 as a condition <br />of the Florida Save Our Coast Program. <br />2) Correct cost figures on page 47 <br />3) Substitute Land and Water Conservation Fund Grants for CARL <br />Grants on page 48. <br />The Committee also recommended that the Board of County <br />Commissioner approve the use of Special Taxing District Revenue <br />for operating expenses and not for capital improvement unless <br />there is a decline in the other revenue sources. <br />ALTERNATIVES AND ANALYSIS <br />USER FEES <br />The alternatives recommended in the study include <br />adopting a User Fee Schedule for Children Programs <br />(Page 30) and a separate schedule for Adult Programs <br />(Page 31). In addition, the. following User/Rental <br />fees are presented: <br />a) Kiwanis Hobart Park Rental Fees - these rental <br />fees would apply to similar facilities at other <br />location (Page 27). <br />b) County Fairgrounds - Fairground rental fees for <br />special events (Page 28). <br />c) Ocean -Front Fees - Possible parking fees for <br />Golden Sands Park and other large parks. Other <br />miscellaneous fees are recommended (Page 29). <br />The Fees proposed should be adopted by Resolution <br />prepared by the County Attorney's office. <br />P►J 10 1988 28 BOOK 72 F ,u.'03 <br />
