Commissioner Eggert did not disagree with the Chairman, but <br />noted that she is just saying that is another reason for the $300 <br />and under figure. <br />Commissioner Bird asked if staff is asking the Board to <br />accept the first three recommendations. <br />Administrator Balczun stated that it is the first two. It <br />is not really necessary to have a consultant come in and draft <br />the ordinance; staff feels that can be done in-house, and if <br />between now and then any Board members want to make input as to <br />what they consider a more reasonable level of fees, we can input <br />that into the ordinance. In terms of the district concept and <br />tying it in with a referendum, they are suggesting we hold off on <br />that part pending results of our upcoming discussion with the <br />City. <br />Chairman Scurlock hated to move ahead and adopt impact fees <br />without having a complete package and going to the public to see <br />if this community believes enough in its recreation programs that <br />they tell us through a referendum to move towards a countywide <br />system to go for the long haul. <br />Commissioner Bird agreed that is long overdue. <br />Administrator Balczun just believed the Board should tell <br />staff to proceed in a logical and orderly fashion, which is to do <br />steps #1 and #2, and then come back with the legislation and the <br />Board can have its hearing, etc. <br />Commissioner Eggert noted that if we are going to have a <br />workshop within the next month, which she understood we are, we <br />will certainly see if we can get the City of Vero Beach to <br />cooperate, which will give us a much better idea of how things <br />stand. <br />Chairman Scurlock envisioned a joint venture to present a <br />package like South County Fire District - educating the community <br />so they know exactly what they are going to get for their dollars <br />32 <br />MAY 1 '1988 <br />g f� 2P 312, <br />
