LAN <br />ENVIRONMENTA fPECCIALIST <br />DEPARTMENT OFITY SERVICES <br />SUBJECT: RIVER'S EDGE SUBDIVISION - WATER SYSTEM <br />BACKGROUND <br />River's Edge Subdivision was de -annexed from the City' of Sebastian <br />in order that Indian River County Utilities could take over the <br />Subdivision's utility. The existing system will not meet Department <br />of Environmental Regulation or Environmental Protection Agency <br />drinking water standards. The Department of Utility Services <br />contracted laboratory consultants and engineering consultants, <br />Envirometrics and Camp, Dresser & McKee, Inc. respectively, working in <br />tandem, -who have determined that •a new well and treatment methodology <br />is necessary. The new well is to be an artesian well and the treatment <br />plant is to be a reverse osmosis facility. In order to fast-trac- - '- <br />project, the Department has developed construction specification <br />the well and has awarded the construction contract for the well. <br />The Department proposes to demolish the old Vista Gardens water <br />Treatment Plant and to erect same at River's Edge. In lieu of <br />monetary compensation, the contractor, Allen Environmental, will <br />receive the .5 MGD John's Island Wastewater Treatment Plant intact, <br />18 concrete wastewater treatment plant structures from the Gifford <br />plant site with associated used blowers and equipment currently <br />being stored at the Ixora work area, and the unused remnants of the <br />Vista Gardens Water Treatment Plant's electrical controls. <br />ANALYSIS <br />The Department of Utility Services, upon authorization, will trade <br />many unwanted surplus items for work that is necessary at River's <br />Edge. The River's Edge Utilities improvements are.unbudgeted items <br />and the trade will consist of erection of a 100,000 gallon ground <br />storage tank and a 10,000 gallon hydropnuematic tank, including <br />placement of both items into service at no cost to the Department. <br />The Department will not incur any costs to demolish the Vista <br />Gardens Water Treatment Plant, clear the Gifford site for the new <br />sludge and septage facility, or to help clean up the Ixora storage <br />facilities which are limited, from surplus equipment that is not <br />standard to our facilities. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board <br />authorize the in-kind trade of services. These are to include <br />demolition of the Vista Gardens Water Treatment Plant and the <br />erection of same at River's Edge, in exchange for surplus items to <br />include the John's Island .5 MGD Wastewater Treatment Plant and <br />concrete wastewater treatment plant cells, two blowers, <br />miscellaneous piping associated with the cells, and electrical <br />panels associated with the Vista Gardens Water Treatment Plant. <br />47 <br />MAY 17 I 88 BOOK � � �.1 E • :�� <br />
