responsibility to provide utility services either by a new plant <br />or by hooking on to our system and getting out of the business. <br />The Chairman, however, wished to make it clear that the county is <br />being very, very flexible with the park owner in terms of <br />financing by making it as easy as possible for him to pay the <br />fees that are appropriate in a timely fashion. <br />Utilities Director Pinto also wished to make it perfectly <br />clear that the 120 days referred to is not time just to think <br />about the problem; that at the end of those 120 days, the owner <br />either has made the proper arrangements to connect to the county <br />system or has a treatment plant well under way to deliver <br />adequate water. <br />Chairman Scurlock further advised that the agreement sets <br />out a standard rate for the water being delivered to the park, <br />but at the end of the 120 days, there is a penalty provision of <br />an additional 50o as an inducement for the owner to move ahead on <br />a solution. <br />Commissioner Bird asked if our water is supplying the fire <br />I <br />ydrants or if that comes off the old system, and Director Pinto <br />advised we are supplying the entire system, including the fire <br />hydrants; it is all interconnected. They are using upwards of <br />100,000 gpd. at this time, which is a little high, but he felt <br />that was due to the recent dry spell. Normal use would be about <br />60,000 gpd.,. and we would simply ask that during the dry season <br />they not go overboard with their irrigation. <br />The Chairman asked if anyone present wished to be heard. <br />Robert Arnold, President of Village Green Home Owners <br />Association, spoke on behalf of approximately 1400 residents and <br />thanked the Chairman, Mr. Pinto, Mr. Galanis and Mr. Vitunac, for <br />the emergency action taken on May 17th,to provide Village Green <br />residents with county water. He realized the Commission is well <br />aware of the water problems.that have existed but expressed the <br />people's concern about the future and a permanent solution.
