range recommended by the pay study consultants was a bit higher, <br />going up to $46,000. He understood that the candidate is <br />currently at the top end of $44,000. Chairman Scurlock was <br />concerned about the message we would be sending to our existing <br />department heads, who have been told that they cannot hire <br />someone unless it is no more than 1O% over the minimum salary <br />range. <br />Director Blankenship explained that the County's stated <br />policy is that no one is hired in above 1O% of the minimum salary <br />range, except with the authorization of the County Administrator. <br />That policy is not an absolute, however, as it has occurred. <br />Chairman Scurlock asked if.that same procedure is available <br />to the Utilities Director or the Public Works Director, who have <br />had vacant positions that they have been unable to fill for many, <br />many months. <br />Director Blankenship confirmed that it is, and pointed out <br />that the Public Works Director just hired a capital projects <br />manager at a salary over 10% of the minimum range, and Personnel <br />has talked with Director Pinto about hiring in wastewater <br />treatment employees at 1O% over minimum range. <br />Chairman Scurlock did not question the range, but did <br />question bringing that person on at the top of the range. <br />Director Blankenship explained that the County has been <br />recruiting for this position way before he came on board, but the <br />resumes received were from people who were not really qualified <br />for the position. When they placed the ad in the paper stating <br />that the salary was negotiable, they started to receive some good <br />resumes. Apparently, the Florida area is becoming a seller's <br />market for qualified risk managers. <br />Chairman Scurlock felt it became very apparent during the <br />consultants study that we were not able to fill certain positions <br />because of low salary ranges. <br />Administrator Balczun emphasized that there has to be some <br />relevant documentation on record that we have been unable to fill <br />JUN 7 1988 <br />12 <br />BOOK 72 Fa,F 511 <br />
