3. Preservation of the site would provide a protective <br />buffer to the marine worm reefs located • just <br />offshore. <br />4. The State and County governments have already <br />acquired a substantial amount of land (3/4 mile) <br />within the overall boundaries of the proposal. <br />5. Preservation of the site would protect habitat <br />associated with several endangered and threatened <br />species (gopher tortoise, eastern indigo snake, <br />Florida scrub jay, and southeastern beach mouse). <br />6. Preservation of the site would protect two rare plant <br />species (beach creeper and necklace pod), and <br />preserve habitat for possible future colonization by <br />two other species (beach vervain, and sea lavender). <br />7. Preservation of the site would provide an opportunity <br />for the county, state or federal government to <br />develop an interpretative nature center that could <br />have the ability to attract a significant number of <br />tourists and tourist dollars to the local economy. <br />RECOMMENDATION: <br />Staff recommends, based on the above analysis, that the Board <br />of County Commissioners, through the adoption of a resolution <br />(attached), express support for the high ranking of the Wabasso <br />Turtle Beach project and authorize the staff to transmit the <br />resolution to the members of the CARL selection committee prior <br />to the June 22, 1988 vote. <br />Commissioner Bird explained that he pulled this off the <br />Consent Agenda for discussion because he wished to bring to <br />everyone's attention that we are aware of the potential impact on <br />the tax base of the county if this land is removed from the tax <br />rolls and placed in the public trust. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Resolution 88-38, endorsing the Wabasso Beach Con- <br />servation and Recreation lands (C.A.R.L.) program <br />and the acquisition of 3.6 miles of vacant beachfront <br />property north of CR -510. <br />15 <br />LJUN 7 1988 <br />56g0 PsiC€ 514 <br />
