Vitunac, County Attorney <br />DATE: June 1, 1988 <br />RE: EFFLUENT DISPOSAL SITE <br />Property owned by <br />ISABELLE M. BEUTTELL <br />Public Hearing <br />Board Meeting - June 7, 1988 <br />The County has received an offer of sale on a sod farm, <br />located west of Vero Beach, which is owned by Mrs. Isabelle <br />M. Beuttell. The County Utilities Department would use this <br />property as an effluent disposal site. The offer is in the <br />amount of $2,151,742 net to the purchaser except for the <br />proration of the current year's taxes. The purchase would <br />be made in three equal payment of approximately $700,000 <br />(annually for two years after the date of the closing with <br />the balance to be paid in full at the end of the third <br />year).. The unpaid balance would accrue interest at the rate <br />of 8%. <br />The County has had two independent appraisals made of the <br />subject property by Callaway & Price, Inc. and <br />Armfield-Wagner Appraisal & Research, Inc. The appraisers <br />value the property at $1,600,000 and $1,400,000 <br />respectively. <br />Staff feels this property would be suitable for the County's <br />use as an effluent disposal site, and recommends Board <br />authorization to purchase this property at the appraised <br />value. This matter is being presented to the Board now for <br />its direction and input. <br />For your inspection and review, copies of the up-to-date <br />appraisals are available in Liz Forlani's Office. <br />Utilities Director Terry Pinto advised that at this time the <br />owner of the property does not feel that she wants to sell for <br />$1.6 -million. Her asking price is $2.2 -million. He emphasized <br />the great need for property for disposal of effluent, and would <br />like to see the Board authorize staff to continue negotiations <br />with the Beuttell family for this property and also to look at <br />the property which is adjacent to the wastewater treatment plant <br />to the east.
