DESCRIPTION & CONDITIONS <br />Mr. Joe Michael, representing Earring Point Groves, Inc., has <br />submitted a request for a rezoning for two parcels of land. The <br />first parcel, parcel 1, consists of 60+ acres currently zoned <br />RS -3, Single -Family Residential District (up to 3 units/acre), <br />and RS -1, Single -Family Residential District (up to 1 unit/acre). <br />Parcel 2 consists of 17.47 acres currently zoned RM -6, Multi -Family <br />Residential District (up to 6 units/acre). The applicant is. <br />requesting A-1, Agricultural Zoning (up to 1 unit/5 acres) for <br />both parcels. <br />Parcel 1 is situated on the south side of N. Winter Beach Road <br />and along the Indian River. Parcel 2 is situated west of Massey - <br />Road. and north of C.R. 510. <br />The applicant intends to use the parcels for citrus groves. <br />On April 28, 1988, the Planning and Zoning Commission voted 3-1 <br />to r.:commend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The western portion of parcel 1 currently is used for groves and <br />a single family residence. The eastern portion.of this parcel <br />contains a mosquito impoundment area lying along the Indian <br />River. The current zoning is RS -1 for the easternmost 1100+ feet <br />paralleling the river; the remainder is zoned RS -3. To the south <br />and north of the subject parcel are groves and mosquito impoundment <br />areas with a split RS-1/RS-3 zoning. West of parcel 1 are groves <br />and a single family residence zoned RS -3. <br />Parcel 2 is currently zoned RM -6. This parcel is mostly vacant <br />and overgrown; however, a portion is currently used for groves. <br />To the east of the subject parcel is a subdivision containing one <br />single family residence, zoned RM -6. To the north and south of <br />the subject parcel are groves zoned RM -6. West of the subject <br />parcel are single family residences zoned RM -6 and a recreational <br />vehicle park zoned CRVP, Commercial Recreational Vehicle Park. <br />Future Land Use Pattern <br />The Comprehensive Land Use Plan currently designates that portion <br />of parcel 1 and all surrounding land zoned RS -3 as LD -1, <br />Low -Density Residential 1 (allowing up to 3 units/acre). That <br />portion of parcel 1 and all surrounding land zoned RS -1 have a <br />land use designation of Environmentally Sensitive (allowing up to <br />1 unit/acre). <br />All of parcel 2 and all lands north, east, and south of the <br />subject parcel have a land use designation of LD -2, Low -Density <br />Residential 2 (allowing up to 6 units/acre). The property <br />situated west of the subject parcel and zoned CRVP lies within <br />the C.R. 510/U.S. 1 Commercial/ Industrial Node. <br />This request is considered consistent with the Comprehensive <br />Plan. <br />7 1988 <br />36 <br />800F 72 C JE 535 <br />
