INDIAN RIVER BOULEVARD PHASE I11 NORTH EXTENSION - REQUEST FOR <br />ADDITIONAL ENGINEERING SERVICES - BOYLE ENGINEERING CORP. <br />The Board reviewed the following memo dated 5/31/88: <br />TO: Charles P. Balczun, <br />County Administrator <br />FROM: James W. Davis, P.E. <br />Public Works Director <br />SUBJECT: Indian River Boulevard Phase III North Extension <br />Request for Additional Engineering Services - <br />Boyle Engineering Corp. <br />REF. LETTER: Charles M. Green, Boyle Engineering Corp. <br />To James Davis dated 5-25-88 <br />DATE: May 31, 1988 <br />DESCRIPTION AND CONDITIONS <br />The Florida DER has advised thst County that impoundment #22 east <br />of the Indian River Boulevard Phase III Extension project north <br />of the Main Relief Canal is now classified as a non -jurisdic- <br />tional area. This determination requires Boyle Engineering Corp. <br />to revise the DER cut and fill application for the project. The <br />, consultant is requesting additional compensation not to exceed <br />$5,248. The attached Amendment No. 3 provides for the additional <br />work. The total revised contract amount is $282,997.85. <br />ALTERNATIVES AND ANALYSIS <br />Extensive permitting for the project may require changes in the <br />roadway design. Staff considers this work as unforeseen. <br />RECOMMENDATION AND FUNDING <br />Staff recommends that the Board, approve Amendment No. 3 to <br />provide additional permitting services and increase the contract <br />amount by $5,248 to a total cost of $282,997.85. <br />Funding from Fund 309, Indian River Blvd. Phase III Account, Zone <br />5 Traffic Fees. <br />Commissioner Bird asked if we are set on the final alignment <br />of the northerly extension, and Public Works Director Jim Davis <br />advised that now that the DER has made the determination that <br />impoundment #22 is non -jurisdictional, the County and City staffs <br />feel that Mr. Hoffman's proposed alignment change on the wetlands <br />might be good for the project because it shifts the roadway <br />eastward and leaves some of the western area untouched, whereas <br />the old alignment encroaches that area.
