Assistant County Attorney Bill Collins advised that we will <br />be required in our management plan to show what the additional <br />phases will be and what developments will take place in the <br />additional phases. Director Davis has included park development <br />within the Indian River County Park and Recreation User Fee and <br />Revenue Study, and has made provisions for both of these parks. <br />Attorney Collins pointed out that a paragraph has been added <br />under Indian River North Beach Complex (paragraph 1-c) which will <br />allow the DNR to add parcels to the North Beach Complex when they <br />are required in the future by means of addendum to this list, and <br />they have utilized that paragraph to add the Howell -Chapman <br />property to the North Beach Complex. In addition, the trustees <br />have indicated that they want one additional change in the <br />agreement: Page 3, Paragraph 9 requires us to submit a final <br />site plan to DNR for review prior to the construction of <br />facilities, and the trustees wish to change that to say that we <br />will submit a management plan to the DNR for review and approval. <br />Attorney Collins advised that in order to proceed, the lease <br />has to be executed by both the County and the trustees. After <br />the Board approves these sub -leases today, they will be presented <br />to the trustees either at the end of June or August, depending on <br />their scheduling. With the execution of these leases, the County <br />will be committing to submit to the DNR a final management plan <br />within 1 year of signing the lease. <br />Commissioner Bird asked if we have an estimate of the cost <br />to develop such a management plan and whether we should wait <br />until budget time to address it. <br />Director Davis explained that the management plan is going <br />to be a major job, and felt that we either need to staff up or <br />have a consultant prepare the plans for the County. He could not <br />give a rough estimate at this time, but could come up with an <br />estimate by budget time.
