BUILDING AND GROUNDS CLERICAL SUPPORT <br />The Board reviewed the following memo dated 6/15/88: <br />----------------------------------------------------------- -- 4� <br />TO CHARLES P. BALCZUN <br />: COUNTY ADMINISTRATORS <br />SUBJECT BUILDING AND GROUNDS CLERICAL SUPPORT <br />DATE JUNE 15, 1988 <br />On February 19, 1988 we employed Brenda Starr Jordan as Clerk <br />Typist for the Building and Grounds Division. Ms. Jordan filled <br />a vacant, budgeted position allocated as Custodian. She was <br />referred to us under the auspices of the Job Training Partnership <br />Act for on-the-job training. During the training period, JTPA <br />reimbursed the County for 50% of her salary. <br />Board action on March 15, 1988 gave approval to hire Ms. Jordan <br />in the training position. The Board stipulated that the matter <br />be brought back before it at the expiration of the training <br />period. Further consideration would then be given the matter. <br />Mr. Williams has requested that the position be continued. There <br />is justification for maintaining the position. Building and <br />Grounds is a major division of County government. It is charged <br />with overseeing the maintenance and repair of all County <br />facilities. As such it needs to be in the position of keeping <br />accurate records and responding to calls for assistance. Mr. <br />Williams cannot be physically present in the office each working <br />hour of each -day to handle trouble calls. Additionally, it would <br />not be prudent to station a Tradesworker in the office to handle <br />such calls, when that individual's time could be better spent <br />performing the duties of his classification. <br />Since we recently filled the Risk Manager's position, a need <br />exists there for clerical support. That need was foreseen and <br />budgeted for in the current fiscal year. Like the Risk Manager <br />position, it has remained vacant. <br />I am recommending that, at least for the remainder of the fiscal <br />year, Ms. Jordan be assigned to perform clerical duties for both <br />Building and Grounds and Risk Management. Each function would <br />contribute 50% of the cost of maintaining the position. As <br />mentioned above, funds are available in the Risk Management <br />budget. Funds are also available in the Building and Grounds <br />budget. However, they are budgeted for a vacant Custodian <br />position; which position has funded Ms. Jordan's position. <br />It is requested, <br />reclassify a full <br />Grounds budget to <br />Typist. <br />therefore, that the Board be petitioned to <br />time Custodian position in the Building and <br />a halftime Custodian and a halftime Clerk <br />A. ankenship, Jr. P <br />Director of Personnel <br />35 <br />500K °7 , .�� 89 <br />
