In addition, Global Paving has agreed, by copy of the attached <br />letter, to supply all of the base rock to pave the road. <br />ALTERNATIVES AND ANALYSIS <br />Staff presents the following alternatives: <br />Alternative # 1 <br />Accept Global Paving's offer to supply the base rock and <br />proceed to pave the 2.0 miles of road at a cost. of $6/sy or <br />$170,000. Funding for the additional project cost could be <br />assessed to the 480 acres of abutting citrus grove at an <br />estimated assessment of $352/acre if 100% assessment is <br />applied. At the present time, only a few residential homes <br />are located in Fly -In -Ranches Subdivision. The majority of <br />the area is citrus grove. Right-of-way acquisition may be <br />required and would require research. <br />Alternative #2 <br />Require the mine operator to grade the two miles of road <br />with a motor grader on a frequent basis. When frequent <br />hauling is on-going, daily grading may be necessary. The <br />addition of coquina rock on the road would be required as <br />needed and supplied by the mining operation. <br />RECOMMENDATION AND FUNDING <br />At the time, the County does not have funding identified for this <br />project. Paving is recommended to be funded by the mining <br />operation and special assessment to a benefited area. Staff <br />requests authorization to begin engineering on paving the road <br />and report back to the Board with accurate cost estimates, <br />right-of-way needs, and a benefited assessment area. <br />Mr. Youngblood came before the Board representing the <br />property owners of Fly -in Ranches, which consists of 14 five acre <br />tracts. He stressed the problems the property owners are having <br />due to the improper maintenance of their entrance roads which are <br />being absolutely destroyed by the volume and intensity of traffic <br />from the nearby mining operation. He believed the County Mining <br />Ordinance that was revised in April specifically talks about <br />maintenance of roads to and from a mining operation, and he would <br />like the Commission to consider adopting some type of new format <br />to ensure that the residents out there do not have to contend <br />with these road problems on a continual basis. <br />Commissioner Wheeler felt that staff's second alternative, <br />which would require the mining operator to grade on a frequent, <br />even daily basis, could offer a solution while Mr. Youngblood <br />works on getting the people together for a petition paving <br />program. <br />17 BOOK 73 157 <br />
