Mr. and Mrs. Alexander Kromhout <br />2746 First Place <br />Vero Beach, <br />Florida 32962 <br />July 5, 1988 <br />County Commission <br />Indian River County <br />Vero Beach, Florida 32960 <br />Commissioners, <br />In the matter of granting to the Faith United Fellowship a <br />variance for use of residentially zoned property located on <br />the northeast corner of 27th Avenue and First Place, <br />impacted property owners who have signed below object to <br />the following aspects of the site plan as recommended by <br />the Zoning Board: 1. Attention to drainage problems; <br />2. Attention to traffic/access problems 3. Deviation from <br />master plan enforcement..,** <br />Specifically, on the mat-ter,o+'-drainageq currently run-off <br />in the .i.mpact.ed areA.,.ruips east --west over 27th Avenue, <br />cregtting standing.water-on.proper-ties directly west of and <br />across 27th Avenue from the project site. The resulting <br />mosquito infestation and sodden lawns will continue and <br />likely worsen fh.degree.under current site plan. We are <br />aware that. on Thursday, June 30, . and Friday, July 1, road <br />crews appeared in the area, cleaning and deapening the <br />north -south furrow fronting the site in question; however, <br />these minor improvements will only minimally mitigate the <br />existing drainage problems, which seem logically to <br />increase when one reviews the traffic/access problems as <br />follows. <br />Continually increasing north -south traffic flow song 27th <br />Avenue linking Indian River and St. Lucie Counties joins <br />with school hours' traffic to endanger all residents in the <br />impacted area. Happpily for school, children, a redesigned <br />intersection with full service traffic light now reduces <br />the likelihood of traffic injuries at the Citrus/27th <br />Avenue corner. However, this improvement has done little <br />to slow traffic on 27th Avenue and has done nothing to <br />reduce the drop-off/pick-up problems on First Lane just <br />south of Citrus Elementary School or on First Place just <br />south and east of the school --the same road on which the <br />current site plan proposes to allow access to the church <br />building site in question. <br />Superficially, granting access to the site from First Place <br />rather than from 27th Avenue appears to be the logical and <br />safe course of action. However, such an access <br />precipitates an equally insidious problem: far too many <br />vehicles now use First Place as an east -west conduit <br />between 27th Avenue and 20TH Avenue (and ultimately Old <br />Dixie Highway), a use increased not decreased by the <br />improvements to the Citrus Road/27th Avenue corner. At <br />present, only its unpaved condition and its sub -standard <br />width of bed save First Place east from 27th from being a <br />speedway. The two-year escrow for paving included in the <br />site plan as affirmed by the Zoning Board fails to <br />recognize the rights and interests of existing property <br />owners: <br />JUL 51900 32 Bou 73 un. 172 <br />
