Mr. Spangler objected to tactics that include sending <br />letters from a member of,county staff to at least one resident's <br />employer, who happens to be a doctor; although, he did note that <br />the letter was not written on county stationery. This letter was <br />written to Drs. Gold, Vann & White of the Doctor's Clinic asking <br />how medical professionals can permit a member of their staff to <br />oppose the water and defined that doctor as a "recalcitrant <br />physician." Mr. Spangler noted that Webster's defines <br />"recalcitrant" as "one who is stubbornly disobedient and defiant <br />of authority;" so, it would seem that those who oppose this water <br />project are "irrational, disobedient, defiant of authority, <br />obstinate" and, therefore, should -be ignored. <br />Commissioner Bird wished to know who wrote that letter and <br />wished to see a copy of it. <br />Copies were supplied, and Director Pinto explained that -the <br />letter was written by someone who has been working for the county <br />staff but who also is a resident of the subject community. That <br />is that individual's personal opinion; we in no way, shape or <br />form, agree or disagree with that letter; and he is very sorry <br />the letter was written. We, however, have no way to control what <br />someone writes on his own personal time. <br />Mr. Spangler believed the whole point is that the majority <br />of the residents have said they do not want the water, and he, <br />therefore, did not think this matter ever should have come before <br />the Commission. <br />Environmental Health Director Michael Galanis came before <br />the Board, emphasizing that he is for the spread of public water <br />throughout the entire community, and he wished to talk about the <br />whole concept .of public water and what it has meant to public <br />health. Mr. Galanis noted that one of the reasons we now have a <br />I.ife span of over 75 years is due to the assurance of safe <br />potable public water supplies. We are living in a county <br />expected to grow by 41% in the next.10 years, in a state that is <br />now the 4th largest in the nation, and our population is largely <br />42 BOOK 73 pnx 182 <br />
