and then in five years or so, when they do want it, it probably <br />will cost them $7,000. <br />Mr. Galanis argued that the Board will just keep on facing <br />this issue over and over, but the Chairman pointed out that we <br />have a great many more people wanting the water and the roads <br />than we can deal with; so, he felt we should give it to the ones <br />who want it rather than battle with those who don't want it. <br />Commissioner Bird agreed with the Chairman, but did believe <br />that from our utilities management perspective, it does make <br />economical sense to try to in -fill some areas we are leap- <br />frogging over now. He felt Indian River Heights is a major area <br />that should be on county water some day and possibly all of <br />Glendale Lakes at some time. <br />Mr. Galanis continued to stress the need for people to be on <br />public water, emphasizing that we are dealing with a prolifera- <br />tion of wells in areas with septic tanks which he felt is a <br />genuine health problem. <br />Chairman Scurlock felt the Health Department should not <br />continue to give people the permits for the septic tanks and <br />wells if that is the case. <br />Commissioner Wheeler noted that we have a procedure we set <br />and follow with our petition program, and the only instances <br />where he would be interested in going outside that procedure <br />would be where the water is not drinkable and would be a hazard <br />or in a subdivision that has whole lot of owners of vacant lots <br />petitioning against the people living there who want the water. <br />Otherwise, he would stay with the present procedure. <br />Commissioner Bowman believed that actually the vacant lots <br />also benefit from the available of water, and the Board members <br />agreed. <br />Director Pinto pointed out that you run into a "Catch 22" <br />situation - if you don't put in the lines when the lots are <br />vacant, then people have invested in septic tanks and wells, and <br />he believed it has been proven in the nation that you cannot run <br />44 BOOK. 73 vA13 184 <br />
