ALTERNATIVES & ANALYSIS:, <br />The County has had copies of these new maps for several months, <br />and the Public Works Department has reviewed them. Based upon <br />the Public Works analysis, no major flaws were identified with <br />the maps. In fact, the new maps are currently being used as a <br />basis for making recommendations for finished floor elevations <br />for projects undergoing site plan review. <br />According to FEMA, a formal process must be followed for adopting <br />the new maps. This process involves legal ad/public notice <br />requirements by FEMA, a ninety day appeal period for proposed <br />flood elevations on the new maps, and finalization (revision, <br />printing, distribution) of the new maps. This process is expect- <br />ed to take nine months. Until then, however, the new maps may <br />not be used in the building permit process even if they would <br />result in a lower minimum elevation. <br />The FEMA representatives noted that.if a community requests that <br />the new maps become effective as soon as possible and agrees not <br />to appeal or support .an appeal of the proposed elevations, the <br />timeframe for making the maps effective may be reduced signifi- <br />cantly. Since the Public Works Department concurs with the <br />elevations on the new maps and because having the new maps in <br />place would benefit the community, the staff recommends that the <br />county request -that FEMA make the maps effective as soon as <br />possible. To accomplish this, the attached form must be executed <br />and sent to FEMA. <br />RECOMMENDATION: <br />The staff recommends that the Board of County Commissioners <br />authorize the chairman to execute the attached request for an <br />early effective date for Indian River County's new flood insur- <br />ance rate map. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Wheeler, the Board unanimously (4-0) authorized <br />the Chairman to sign the letter requesting an early <br />effective date for the County's new flood insurance <br />rate map, as follows: <br />,JUL 50 Boos 73 F. u 1! 0 <br />
