exempted are uses which either must exceed 35 feet for functional <br />purposes, or may exceed the limit for traditional or aesthetic <br />reasons. It appears that, in combining church sites and monument <br />sites, the original intent was to permit church steeples and <br />public monuments commemorating events, persons, or places <br />significant to the general public to extend beyond regular height <br />requirements in order to convey their special significance and/or <br />to enhance public view. To date, no monument in Indian River <br />County has exceeded the 35 foot height limit. Staff feels that <br />this is due to the fact. that monuments are generally designed to <br />blend with both the general appearance of their immediate <br />surroundings, and the overall theme of the community's <br />development. <br />Conclusion <br />Unlike larger towns where tall structures may dwarf monuments, <br />Indian River County is an area of low profile development. Staff <br />envisions little if any need to retain the monument height <br />exemption, since no monuments exceeding the height limitation <br />have been constructed in the past. The low profile development <br />and open space requirements of the code, as well as proper site <br />design, will permit the establishment of monuments not in excess <br />of 35 feet in height, which will -be visually compatible with both <br />their immediate surroundings and the overall development theme of <br />the county. <br />RECOMMENDATION <br />Staff recommends that monument sites be deleted from the list of <br />permitted height exceptions -established in the County Code. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter.
