"SONNY" DEAN <br />MANAGER OF SOLID WAST <br />AGEMENT <br />DEPARTMENT OF UTILITY <br />ERVICES <br />SUBJECT: <br />REQUEST FOR SURVEY - <br />UPDATING - CROSS <br />SECTIONS <br />ON EXISTING LANDFILL <br />CELL <br />BACKGROUND <br />As you are aware the volume of the first cell at the County Landfill <br />is almost at full capacity. A cross section was completed last year <br />for the subject cell, and we directed all received material in the <br />applicable areas. The contract for Segment II has been awarded, but <br />construction will take approximately six months. <br />In view of the anticipated time table for construction, it is <br />imperative the subject survey be completed as soon as possible to <br />allow all material received to be located in areas not at full <br />capacity. <br />Request for proposals were sent out to perform the required work. Of <br />the four requests sent; three were returned, one of which decided not <br />to respond. <br />RECOMMENDATION <br />Staff recommends the work be awarded to Masteller, Moler and Reed, <br />Inc., who submitted a low quote of $2,800.00. <br />Monies for this work will come from the Other Professional Services <br />in the landfill budget. <br />Chairman Scurlock wished to know what the other quotes were <br />since that information was not included in the backup, and he <br />felt it should be,a part of the record. <br />"Sonny" Dean, Solid Waste Manager, informed the Board that <br />the bid received from Lloyd 8 Associates was $3,700 and the bid <br />from Marshall, McCully & Associates was $3,200. <br />Commissioner Bowman noted that the proposal from Masteller, <br />Moler 8 Reed says "For any and all subcontract services invoiced <br />through our office, there will be a 10% surcharge of the face <br />amount of said invoice......." She wished to know if that is <br />standard. <br />Administrator Balczun noted that it is standard to have a <br />surcharge, and usually it is 10% with most contractors; that is <br />47 BOOK. <br />'JUL 2.6 1988 <br />
