Director Davis reported that he just talked to Boyle <br />Engineering and the changes we are suggesting will take 5 months' <br />work and additional engineering to the tune of $115,000. Without <br />seeing their detailed scope of work, he felt the time is <br />excessive and the cost is not within our budget. He wanted <br />authorization to travel and meet with all the environmental <br />agencies to get their position on the alignment change before we <br />consider this request by Boyle. Director Davis felt that we are <br />getting to the point where Boyle Engineering is looking at each <br />change as a major change, whether it is a small or a large <br />change. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously (4-0) <br />authorized Director Davis to check the alignment <br />changes outwith the environmental permitting agencies. <br />HIRING OF INDEPENDENT HEARING OFFICER FOR LIBRARY DIRECTOR <br />HEARING <br />Commissioner Eggert felt that because the situation with <br />Mary Kiser has gone on for so long, it would be very difficult <br />for Administrator Balczun, or anybody he might designate within <br />the building, to be totally objective in the,matter. Since the <br />issue seems to have gotten deeper and deeper, she wondered how <br />the other Commissioners would feel about getting an outside <br />person to hear this matter so that.we have an objective hearing <br />that just involves the facts and not personalities. <br />Chairman Scurlock asked what role Bill Blankenship would <br />have in this hearing, and Administrator Balczun advised that he <br />would have no role at all. <br />Commissioner Eggert emphasized that was her concern, that <br />Administrator Balczun would have to hear the matter. <br />Administrator Balczun noted that early on he broached the <br />subject with Attorney Vitunac and asked whether it would not be <br />AUG 21988 27 BOOK 73 fmGc,3 8 <br />
