entire structure of the County Commission and how they do the day <br />to day business, and the Chairman felt that has been a big <br />adjustment, and Charlie (Mr. Balczun) and he talked about it, and <br />he indicated to me that he felt Florida was unique in the 67 <br />counties and how they function. We have a very strong committee <br />assignment type of approach - Commissioner Bird with Recreation - <br />Maggie (Commissioner Bowman) with Transportation - Carolyn <br />(Commissioner Eggert) with Libraries - and Gary (Commissioner <br />Wheeler) with the Jail facilities and myself with Utilities and <br />Finance, and we have relied heavily on that. We have a beautiful <br />golf course built as a big result of Dick working on it, and the <br />library is about to be built and the jail is about to be built <br />and utilities expanded, and he felt that is somewhat unique that <br />Commissioners are involved to that extent. <br />Chairman Scurlock noted that there has been some suggestion <br />that some Commissioners, including himself, have been overly <br />involved. The Chairman did not believe that to be true and <br />certainly did not appreciate some of the comments in the paper <br />today. He stated that he is, in fact, prepared, if that be <br />necessary, to ask his fellow Commissioners if he has ever in- <br />volved himself in their committee assignments and if he has not <br />always referred phone calls directly to the Commissioner respon- <br />sible for those activities. He knows what that answer will be; <br />it will be unanimously that he has never involved himself in <br />their committee assignments and that he has always referred phone <br />calls directly to the Commissioner responsible for those activi- <br />ties. The Chairman continued that when it comes to this Board, <br />every issue that we take that relates to money, relates to the <br />county, is done here with a majority vote, and they have dis- <br />agreed - we have had 5-0 votes; 4-11s; 3-21s; and he felt even on <br />this issue, it has taken a long time for each Commissioner to <br />reach their particular position. <br />Chairman Scurlock stated that he was prepared, if necessary, <br />to receive sworn testimony from each and every division and <br />department head that he has not ever involved himself in the day <br />56 <br />AUG P 19088 BOOK 73 F,n 407 <br />
