way we should go, but was interested in exploring the concept to <br />see if it has some applicability to Indian River County. <br />Director Keating explained that we do have that in place for <br />neighborhood commercial nodes right now and presently there are a <br />couple of parcels teetering on the edge right as far as time <br />limits are concerned. When the Comp Plan first went into effect, <br />the nodes were not defined by specific boundaries and in essence <br />that concept would have applied then in the sense that you would <br />have had the opportunity to change the boundaries at any time by <br />either taking land out or putting it.in. The problem that arose <br />when we tried to work with that was that people never knew for <br />sure what they could do with their land. Director Keating stated <br />that staff will certainly look into the Palm Beach concept since <br />we are Looking at a lot of different things with the new Comp <br />Plan. One of the things we are trying to determine is how much <br />commercial and industrial land is needed to serve a certain <br />increment of population, and it is really difficult to pin down <br />some numbers and percentages there since there are not a lot of <br />good models out there. <br />Commissioner Bird did not mind us taking a look at the Palm <br />Beach concept, but did not want to pin it down so tight that you <br />would eliminate competition on property. He also felt we don't <br />want to force development to occur prematurely just because they <br />are about to lose their zoning. <br />Commissioner Eggert pointed out that under the new Comp Plan <br />we have the provide services before development can occur. <br />Commissioner Bowman wanted to explore the idea, but worried <br />about the commercial/industrial node being geared to the <br />population. She felt that it is very important to reserve a very <br />large piece for commercial and industrial development so that in <br />20 years or so we won't find ourselves boxed in by residential. <br />Chairman Scurlock opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter.
