� � r <br />ments of the existing Certificate of Public Convenience and Necessity. <br />The Sebastian Volunteer Ambulance Squad Board of Directors did indi- <br />cate that the EMS BLS service in the North County area should remain <br />in a volunteer status if at all possible. <br />Since the Board of Directors dissolved itself and on the advice of the <br />County Attorney, the EMS Director appointed the Fellsmere Volunteer <br />Ambulance Service to provide EMS BLS service to the Sebastian area <br />until the Indian River County Board of County Commissioners could meet <br />and take formal action at the scheduled meeting of May 3, 1988. The <br />Fellsmere Volunteer Ambulance Service agreed to provide the service <br />pending action by the County Commission the following day. <br />On May 3, 1988, the Indian River County Board of County Commissioners <br />took the following actions: <br />1. Approved the action taken by the EMS Director on an emergency <br />basis appointing the Fellsmere Volunteer Ambulance Service to <br />assume responsibility for BLS service to the area formerly <br />provided by the Sebastian Volunteer Ambulance Squad. <br />2. Approved the balance of the funds due the former Sebastian <br />Volunteer Ambulance Squad to be paid to the Fellsmere <br />Volunteer Ambulance Service in a lump sum to assist with <br />interim operating costs. <br />3. Approved an amendment to the existing Fellsmere Volunteer <br />Ambulance Service Certificate of Public Convenience and <br />Necessity to include the area formerly covered by the <br />Sebastian Squad. <br />4. Approved a request by the Sebastian Volunteer Ambulance Squad <br />.to withdraw its request for renewal of the Certificate of <br />Public Convenience and Necessity. <br />The Fellsmere Volunteer Ambulance Service submitted an application for <br />renewal of its Certificates of Public Convenience and Necessity to <br />continue to provide EMS BLS service North County consisting of both <br />the. Fellsmere and Sebastian service area on July 5, 1988..- Per <br />Indian River County Ordinance #87-66, an investigation has been <br />conducted and the results are reflected in this report. <br />As of July 25, 1988, Fellsmere had completed .a total of 344 runs from <br />that location. Since Fellsmere began providing service in the <br />Sebastian area, a total of -216 runs have been made. Including runs <br />made by the Sebastian Squad prior to dissolution, a total of 621 have <br />been made this year by this service location. <br />Staffing has continued to be a problem for the Fellsmere and Sebastian <br />locations, however, Squad Chief Rosemary Cavanaugh has continued to <br />make every effort to mitigate personnel shortages.
