DESCRIPTION AND CONDITIONS <br />Each- year the Indian River County Emergency Management Services <br />Director, Florida Power and Light representatives, and the Florida <br />Department of Community Affairs negotiate the Radiological Emergency <br />Preparedness Agreement. The agreement is predicated on respons- <br />ibilities defined by the US Nuclear Regulatory Commission in Rule <br />10 CFR Parts 50 and 70, and NUREG 0654, FEMA -REP -1, Revision 1. <br />During the referenced negotiations on June 22, 1988, an agreement <br />was reached wherein Indian River County will receive $34,929 in <br />funds to enable the County to carry out its responsibilities as <br />provided in the above referenced authorities.. <br />ALTERNATIVES AND ANALYSIS <br />The agreement binds the County to participation in the following <br />radiological emergency planning and preparedness activities: <br />1. Maintenance of local radiological emergency plans <br />and implementing procedures; <br />2. The requisite personnel will complete required radio- <br />logical emergency training; <br />3. Participate as is required in exercises and evaluation <br />of exercises; <br />4. Continued and further radiological emergency planning <br />as required by the above regulations and "Florida's <br />_Radiological Emergency Management Plan for Nuclear Power <br />Plants". <br />The activities required have been on-going for several years. <br />Also 'included in this budget year is fifteen percent (150) of <br />the total salary and benefits of the Emergency Management Services <br />Director, Deputy Director (new position) and the Senior Secretary <br />position. The sum negotiated this year represents an increase <br />of $1,841 over the previous year'.. <br />RECOMMENDATION <br />Staff recommends approval of the FY 88-89 Radiological Emergency <br />Preparedness Agreement and requests the Board of County Commission- <br />ers authorize the Chairman to execute the appropriate documents <br />to secure the funding of $34,929 as proposed. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously <br />approved the FY 88-89 Radiological Emergency <br />Preparedness Agreement and authorized the <br />Chairman to execute the appropriate documents <br />to secure the funding of $34,929 as proposed. <br />COPY OF PARTIALLY EXECUTED AGREEMENT IS ON FILE IN THE OFFICE OF <br />THE CLERK TO THE BOARD <br />29 <br />AUG 16 1988 Roos 73 r �, X59 <br />
