acceptance of the improvements without any payment of Interest. If not paid in full, this assessment may be paid in five (5) equal yearly Installments, plus accrued interest, to which, if not paid when due, there shall be added a penalty of 11% of the unpaid principal. The unpaid balance of the assessment shall bear interest at a rate of 12% from the due date until paid. 4. That at the time of the adoption of this resolution there is on file with the Clerk to the Board a plat showing the area to be assessed. Plans and specifications and an estimate of the cost of the proposed improvements, as herein specified, open to inspection by the public at the Office of the Indian River County Department of Utility Services. 5. Upon the adoption of this resolution, the Indian River County Utilities Services Department shall cause this resolution to be published at least one time In the Vero Beach Press Journal before the public hearing required by 411-46. The resolution was moved for adoption by Commissioner Wheeler and the motion was seconded by Commissioner Eggert and, upon being put to a vote, the vote was as follows: Chairman Don C.
