Certain tasks within the Plan can be performed early in <br />the overall process. The first few items are study and <br />administrative tasks which seek to resolve funding 'participation. <br />The remaining items require capital expenses to construct or <br />implement the components of the Plan. <br />64 <br />BOOK 73 f'AUE4 <br />
