DESCRIPTION AND CONDITIONS: <br />Bids were opened Wednesday, August 10, 1988 at 2:00 p.m. <br />for IRC Bid #89-6. _ _ <br />8 Invitations to Bid were mailed. 5 Bids were received <br />including 1 No Bid. <br />This bid was advertised in the newspaper. <br />2. ALTERNATIVES AND ANALYSIS: <br />The low bid meeting specifications for Asphalt Concrete was <br />submitted by Dennis L. Smith Company at $35.00 per ton <br />delivered and $33.00 per ton delivered and installed. Expenditures <br />for next year under the terms of this bid are estimated at <br />$182,500.00. .They have taken no exceptions to our specifications. <br />3. FUNDING: <br />No requisitions are currently being held in the Purchasing Dept. <br />No purchase orders will be issued until our approved requisition <br />is received from the Budget Office. <br />4. RFXXV lENDATION: <br />Staff recmuends that we award this bid to Dennis L. Smith, Inc., <br />and staff be authorized to proceed. <br />Commissioner Bird believed there is some confusion on the <br />bid of Dennis Smith, which is low on Supply Only. He felt we <br />definitely want his price of $33 per ton delivered and installed, <br />but he questioned the $35 per ton not installed and wondered if <br />we can accept the low bid on installed and negotiate on supplied <br />only. <br />Discussion followed in regard to approving part and <br />rebidding the rest, and Acting Administrator Collins noted that <br />he may have bid higher on Item I because of the smaller unit <br />volume. <br />AUG 2 31988 11 <br />BOOK 73 F',,uc 533 <br />
