Current Development STAN3 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of August 23, 1988. <br />BACKGROUND AND CONDITIONS: <br />Current County regulations require sidewalks along all Thorough- <br />fare Plan roadways, subdivision collector or feeder roads, and <br />along some local roads. Exemptions are granted for local roads in <br />low density residential projects and for short local cul-de-sac <br />roads. Existing regulations require sidewalks along all local <br />roads within non-residential subdivisions and adjacent to sites <br />zoned for commercial or industrial use. <br />Recently, the Board of County Commissioners waived some of the <br />sidewalk requirements as applied to two projects: the Glendale <br />Industrial Park subdivision and the Moorings Center shopping <br />center. In both cases the Board waived requirements that the <br />developer provide sidewalks along a local road segment. In the <br />Glendale Industrial Park case, the Board found that the uses <br />anticipated to occur within the subdivision would not generate <br />significant pedestrian traffic; also; they found that nearby <br />planned sidewalks could accommodate pedestrian traffic to and <br />around the subdivision. In the Moorings case, the Board found <br />that a sidewalk along Bowline Drive would not benefit pedestrian <br />movement since sidewalks would be provided nearby and because no <br />internal Moorings sidewalk system existed to which a Bowline Drive <br />sidewalk could be connected. <br />The Board directed staff to revise the existing sidewalk require- <br />ments to allow exemptions in situations such as the Glendale <br />Industrial Park and the Mooring Center cases, as well as in <br />situations where sites or subdivisions are isolated from existing <br />or planned sidewalk systems. Staff now proposes ordinance amend- <br />ments (see attachment #2) that implement the direction given by <br />the Board. <br />. Planning and Zoning Commission Action <br />At its regular meeting of July 28, 1988, the Planning and Zoning <br />Commission unanimously recommended that the Board of County <br />Commissioners adopt the proposed ordinance amendments (see <br />attachment #1). <br />ALTERNATIVES AND ANALYSIS: <br />. Research: Other Counties <br />In researching possible ordinance revisions, staff received <br />information from seven Florida counties experiencing significant <br />growth (see attachment #3).
