TO:DATE: FILE: <br />Board of County August 16, 1988 <br />Commissioners <br />SUBJECT: STATUS REPORT ON SIVER <br />INSURANCE CONSULTANTS <br />FROM: Susan M. Till an REQUEST FOR PROPOSAL PROJECT <br />Q <br />Risk Manager <br />BACKGROUND <br />Siver Insurance Consultants was retained to prepare an RFP <br />(request for proposal) for all present insurance coverages <br />maintained by the County other than health insurance. When the <br />Risk Manager began employment the County Administrator asked that <br />certain data be gathered and sent to Siver Consultants as a first <br />task. The request for proposal in completed form was delivered <br />to the County on 8-1-88. <br />A thorough evaluation of each coverage was completed. <br />ANATNSIS <br />Since that time effort has been put into studying the County's <br />present position with regard to loss experience, facilities, <br />safety practices and the possibility of eventually self insuring <br />for -some of the present coverages. <br />Requests for bids went out the week of August 8, 1988. The <br />dead line set for return of bids is September 9, 1988. Renewal <br />dates for most present policies is October 1, 1988. Several <br />insurance companies have complained of the short time period in <br />which they have to respond. <br />It appears at this time due to the late time frame the emphasis <br />should be properly placed on setting up the Department of Risk <br />Management with an emphasis on loss prevention and safety, and <br />studying current market conditions as =elated to Indian River <br />County. The bid process is dynamic and adequate time should be <br />given to analyzing the bids upon receipt for comparison purposes. <br />The September 9, 1988 deadline only leaves approximately three <br />weeks for the Risk Manager to analyze and make recommendations to <br />the Board. <br />RECOMMENDATION <br />It is recommended that the Board of Commissioners: <br />1) Allow the bids received to be used for information <br />purposes only by the Risk Manager with the intent of <br />utilizing the information to change the bid specifications <br />for Indian River County, in the RFP for the next fiscal <br />year. <br />ALTERNATIVES <br />1. Accept the bids which come in by September 9, 1988 awarding <br />the insurance to the lowest bidder. <br />2. Use the bids received for informational purposes so that <br />when the Risk Manager becomes apprised of the County and its <br />inter workings, new specifications can be added after analyzing <br />the information provided by Siver Insurance Consultants in the <br />RFP prepared. <br />86 BOOK F'i 584 <br />
