It is also the opinion of <br />staff that the OCR zoning district is compatible with the intent <br />of the residential designation of the Winter Beach SAP and PLUM.. <br />This rezoning will: <br />1. Provide a transitional area between the heavy <br />commercial uses to the north, the commercial zoning to <br />the east, and the residential uses to the south; <br />2. Provide an incentive to redevelopment of this area, <br />halting the decline which has begun; <br />3. Discourage future requests for intense commercial <br />zoning, an action often initiated by property owners <br />attempting to enhance the value of their property when <br />the property has deteriorated as a result of heavy <br />commercial uses in an area; <br />4. Make the existing nonconforming post office a <br />conforming use; <br />5. Permit only low intensity non-residential uses at a <br />critical intersection (69th St. and U.S. 1); <br />6. Permit further residential development or redevelopment <br />of this area as demand dictates. <br />RECOMMENDATION <br />Based on the analysis performed, staff feels that this request is <br />consistent with not only the Comprehensive Plan, but also with <br />the intent of the Winter Beach Small Area Plan and Precise Land <br />Use Map. This rezoning should provide several beneficial <br />impacts, yet avoid potential requests for more intense commercial <br />development in the future. Staff recommends that the Board of <br />County Commissioners grant this request. <br />Commissioner Eggert inquired about the Winter Beach PLUM <br />(Precise Land Use Map) and wished to know if that has been <br />brought concurrent with all the Land Use Plan changes and <br />rezonings. <br />Planner Nearing advised that staff brought a number of <br />rezonings to the Board in order to bring it into conformance with <br />SEP 6 1988 65 ROOK 7 4 P�cE 65 <br />L_ <br />
